The first ARC Bureau meeting follows the formal appointment of a total of 91 ARC members by the EuroHPC JU Executive Director on 25 August 2026. The members have been appointed for a two-year mandate, renewable once. The ARC members are responsible for assessing the scientific peer review of all access proposals requesting access time on the EuroHPC infrastructure.
To support the internal running of the committee, the ARC Bureau has been appointed. It is composed of a maximum of 22 ARC representatives from the active scientific domains, as well as industry and public sector experts.
The ARC Bureau is responsible for coordinating the internal work of the ARC, liaising directly with the EuroHPC JU, supporting outreach to user communities, and helping to identify flagship projects and scientific trends relevant to EuroHPC activities.
At this inaugural meeting, the ARC Bureau adopted the ARC Rules of Procedure establishing the framework for its work. The meeting was chaired by Luigi Del Debbio (ARC Chair) and Marc Baaden (ARC Vice-Chair).
The ARC is a group of highly qualified experts in high-performance computing who act in a personal capacity and independently of their employer organisation or Participating State. It has been established to support the EuroHPC JU in the preparation of the planning and scope of EuroHPC access calls, the allocation of experts to applications, the prioritisation of applications, and the allocation of access time to EuroHPC supercomputing, AI and quantum infrastructure.

The ARC and ARC Bureau works with other EuroHPC advisory bodies, including the Infrastructure Advisory Group (INFRAG), the Research and Innovation Advisory Group (RIAG), the Quantum Technologies Advisory Committee (QTAG) and EuroHPC User Forum and its Coordination Group.
Background
The EuroHPC Joint Undertaking (EuroHPC JU) is a legal and funding entity created in 2018 to enable the European Union and EuroHPC participating countries to coordinate efforts and pool resources with the objective of making Europe a world leader in supercomputing, artificial intelligence and quantum computing.
To equip Europe with a cutting-edge supercomputing infrastructure, the EuroHPC JU has already procured 12 supercomputers, distributed across Europe. Currently, the EuroHPC JU is also overseeing the implementation of 19 AI Factories complemented by 13 AI Factory Antennas, which offer free, customised support to SMEs and startups. Additionally, the EuroHPC JU is deploying a European Quantum Computing infrastructure, integrating diverse European quantum computing technologies with existing supercomputers.
No matter from where in Europe, European scientists and users from the public sector and industry can benefit from EuroHPC infrastructure via the EuroHPC Access Calls to advance science and support the development of a wide range of applications with industrial, scientific and societal relevance for Europe.
