Description

The EuroHPC Joint Undertaking (EuroHPC JU) implements an international peer-review process for the distribution of the Union’s share on the access time to EuroHPC Supercomputers (hereinafter, “Peer-Review Process”). This is a process that ensures open, fair, and unbiased access to EuroHPC Supercomputers.

In this context, the EuroHPC JU is seeking to procure supply and establish the service for at least a period of 3 years, due to the importance of the peer-review process and the complexity to migrate and operate a completely new platform.

The EuroHPC would like to keep the possibility of renewing the contract two times, yearly, for a maximum duration of 5 years, in case the JU considers the services provided satisfactory.

With this procurement the EuroHPC JU wishes to:

  • Acquire the license of a peer-review platform software. The software is expected to be in a production state already operational, providing similar services (peer-review evaluations) within the EU.
  • Deploy one or more instances of the platform to serve the peer-review requirements of EuroHPC.
  • Migrate data from an already existing portal to the new instance, ensuring service continuation and undisrupted execution of the peer-review processes.
  • Further evolve the platform with additional functionality responding to future requirements of the EuroHPC system access processes, especially with regards to new requirements stemming from HPC applications domains like Generative AI, Machine Learning etc.
  • Procure the necessary services for hosting and operational support of the service, for the duration of the contract, including end-user support.
  • Integrate the peer-review platform with the upcoming Federation platform allowing seamless exchange of data concerning access allocations, allocation usage and user management.
